AT  THE APPROVED 7th CPC RECOMMENDATIONS 


Status of Armed Forces is 'Jaise Theye'

The levels of both IPS & Forest service raised to that of IAS & IFS.

CAPFs' level raised to Defence Services, but unlike the latter, their retirement age of all ranks raised to 60 yrs.

OROP already extended to CAPFs', now extended to civilians too, even though they also serve till 60 yrs.

IAS, IPS, IFS & IFoS will have edge over other services through 3 extra increments and NFU.

NFU for HAGs of Defence Services retained. 

Armed Forces have been retained in grade B, as opposed to all other Central Services.

Tradition of lowering Armed Forces Level with every CPC has been retained. 



the RM, Manohar Parrikar admits that “some” of the recommendations that he had strongly pushed on behalf of the armed forces have “not” been accepted, We are still awaiting finer details to come out but on the look of it there are “not bright spots”. Pray tell us O! dear RM Sir, pray tell us your definition of "Some".

GoI has once again up multiple committees to look into anomalies arising out of implementation of the Report of 7th CPC. "Panel pe Panel, Committee pe Committee My Lord", when will we get justice, My Lord ?


The demand for uniform pay matrix has been rejected and the allowances have not been brought at par with civilian employees.

Non implementation of common pay matrix means that Defence Pay Matrix will be restricted to 24 pay levels, while the pay levels of bureaucrats is 40.

Another issue of concern is the non-implementation of Non Functional Upgradation (NFU) which would have allowed Armed Forces personnel, like their civilian counterparts, to get upper grade of salary even when not promoted .

One of the main grudges that the Armed Forces have, is with regard to risk-hardship matrix. A soldier posted at Siachen Glacier, which has the highest degree of both risk and hardship, gets a meagre allowance of Rs 31,500 per month, compared to the civilian bureaucrats from the All India Services, who draw 30 per cent of their respective salaries as “hardship allowance”, when posted anywhere outside their comfort zone.


Former Chief of Army Staff, General Roy Chowdhury has lashed out at the Panel of Secretaries for failing to do justice to the Defence personnels. 

The Uniform Pay Matrix has not been taken into account. 

The ‘Allowances’ have not been brought at par with civilian employees. 

The much-awaited demand of parity in disability allowance has also been ignored.

The various anomalies in fixation of pay and pensions has created a discontent within the armed forces and ex-servicemen. 

By not implementing the Uniform Pay Matrix, government has allowed the Defence Pay Matric to be restricted to 24 pay levels, whereas, the bureaucratic pay level is 40. This not only stagnates the salary hike after 31 years of service, but also decreases the pension amount by at least Rs 20,000 as compared to civilian employees.

Similarly, the parity in allowances between uniformed forces and civilian employees was a long pending demand. A CAPF DIG posted at Leh gets Rs 57,000 in form of allowances. But a brigadier gets only Rs 17,000. The disability pension for Additional Secretary is Rs 60,000, but for a Lt General, it is only Rs 27,000.

The RM has tried to play down the discontentment through his usual falsehood. His comment, "We had pushed forward their demands with full force. Some of them have been accepted. Some haven’t been taken. The Finance Ministry will look into it,” 

Dear Mr Parrikar, you have used the word 'some' twice in your above sentence. Could you please quantify each of them?

The Munshi is also upto his usual tricks. He blandly falsifies, "The Govt has given a historic raise in salaries". 

Pray tell us Munshiji, if 23.5% is historic, then what was the over 40% raise given by the previous Govt?

  3. there no word about implementation expert committee report from govt . all those enrolled before & after chinese war under various terms of engagement like 9/6 7/8 10/10 were thrown in amanner use & throw with out reservist pension to which they are eligible . some of them went to AFTS H.C S &S.C GOT THEIR RESERVIST PENSION . ALL HAVE SPENT YOUTH OF THEIR LIFE IN ARMED FORCES LIVING IN THE MERCY OF OTHERS. NO RESPECT IN SOCIETY & NO MEDICAL FACILITIES IN THEIR ABOVE 70 'S MANY OF US ARE LIVING IN UTTER POVERTY .NOT ABLE FILE CASES IN S.C PL. THINK OF VETERANS OF THIS KIND .EACH ONE WHO HAVE PITY ASK THE GOVT ASK THE GOVT RELEASE OUR RESERVIST PENSION . GOD BLESS YOU ALL

  4. The only result/fallout of these steps is there could be an adverse reduction of both quality and quantity of induction(both officers and oRs) in the services. The nation only will be at a loss.

The babus-'one exam wonders', 'file pushers who do not even know the right direction to push the files to', 'members of the Indian Assholes-on-Strike Service' are but a few of the descriptions of this class based on their (in)competence and attitude. In terms of effective output they are TRAITORS. The whole world recognises this class as the road block in the nation's march to progress. It is just because they carry the files for the signature of ministers that has helped them amass undue favours. And talking of the Chairman of the Pay Panel, there as a report that he had, as the President of the AFT (Principal Bench) demanded accommodation higher than what he was entitled to at the cost of the deserving officers of the armed forces! So ultimately no wonder another explosive situation has been created. The other day the Raksha Manthri was reported commenting soldiers are required to kill the enemy, not get killed themselves. It is time that they recognised their real enemies within the country's borders than being suspicious of those beyond!

  7. The defence forces have been downgraded again. Veterans should stand for elections at all levels -- panchayat to Parliament. Only when we have large numbers of veterans at all levels will we get justice.

It is indeed ironical that all governments, starting from Late Mr Nehru, who was a willing participant, to Mr Modi,who is perhaps an un-willing accomplice, have relished downgrading of the Armed Forces, primarily due to undue influence of the so called babus and police officers on politicians. They form a triangle of loot where vertices are inseparable. One can not survive without the other and the power center lies in the triangle. Armed forces are external to this triangle, with little or no influence on the power matrix.

    Our Generals might have succeeded in isolating Armed forces from politics but today, it is not very difficult for any one to see that they have not only gradually surrendered their value and status in the order of precedence but have collectively let down the Armed Forces, as a whole. This is an Animal World, where the more powerful takes bigger piece of meat in the fight for survival.

    Take the case of IPS. They were much lower in status to that of the Armed Forces not many years ago. However,they have steadily worked to take over BSF, CRPF and many other organisations that could have easily come under the umbrella of the Armed Forces. We surrendered these opportunities and allowed IPS to forge ahead. And look, where they are today. Armed Forces have become ipso- facto a reserve organisation and IPS is now being equated to IAS by the Seventh Pay Commission!

    Politicians will yield as they need both, to manipulate their political power games. So where are we and who will listen to you?

  10. Spoken like a true Pandit! Well said, except that Chappan Chaati is not an unwilling accomplice. Every politician over the years, has suffered from a fear psychosis of the Armed Forces and has been driven by a strong urge to put us down, down and down to the bottom of the ladder.While he demonstrates to the entire World what a strong leader he is, it will be blasphemous to picturise Chappan Chaati as a helpless bystander or an unwilling pin in the clog.

We all know that the ministry of defence is accorded considerably larger budget, thus it is the cash cow for the ruling party and the hand in hand opposition (they too get a 'keep silent' dole) to milk out funds for party coffers and other uses. The bureaucrats are the tools in this dirty game, thus they are inseparable from the wildly politicians. Just look out 'who is who in the list of bureaucrats' in various ministries in this NDA government, all are one and the same that ruled us in the UPA government. So the mindset never changes with a change in the government.

    Coming to the most important suggestion: Security has been addressed in getting a former IPS officer as NSA at the level of a MoS. It is the time that a professional is brought into the Defence Ministry as MoS? The sooner the better. In fact this will be better than a CoDS because the Armed Forces will have someone not constrained by the Army Act or Article 33 of the Constitution. Of course the loudest howls will come from the bureaucrats. The Netas must realize that a divide and rule policy cannot work where the country's security is concerned. Recall 1962?

    Our army, already engaged in activities not core to their functions, including rescuing babies from borewells, should not have to engage in civil wars over their pay scales. I only hope our Defence Minister or anyone who would take a reasonable stand for Defence Forces ever gets to see this comment of mine.
